I am located in Europe and all the European access servers of HE are routed through US. This guaranties a minimum latency of 120 ms or greater. Are there any alternative ways of reaching them in a more direct way?

From the analyzes of traceroute the current route from my Polish ISP (TPNET) goes through only 3 following ASs:
AS5617 (TPNET) AS1299 (TELIA) AS 6939 (HE)
For the first one the possible (not certain about the email) contacts are:

I thing that you would not find a place of exchange that you both are at.
TPnet doesn't you there own links outside Poland. There you mainly Telia, OpenTransite and other.
However the second AS (Telia) is much more probably to cooperate with.

Seems like the ipv4 traffic from Europe's Telia network to you pop in Frankfurt is going much straighter now.

Speaking of Telia again if you would have some time, you could consider contacting them on improving ipv6 traffic exchange.
More optimally this traffic could be switch from Telia to you in London (or perhaps Frankfurt) and not NYC.
I haven't investigated better but i believe that all the international traffic to/form greant2.net (pan-European research and education network) is going through telia (and level3).
And I don't think that they peer at any locations that you do.
