Both traceroutes show that you ISP direct trafic to HE to San Jose area.
Then the first has to go back to LA (thats 10ms).
Qwest seems to have a point of presents in LA so maybe some peering could be improved: http://www.qwest.com/legal/peering_na.html
Qwest apparently does not peer in LA at laiix, which is where HE peers with 44 other networks (as of a March 4, 2008 count).
