Finally I can make my pc ping to ipv6.google.com sucessfully on WinXP SP3 using HE.thank you.
and my pc want to manage another ipv6 subnet which could talk to outside world of ipv6 via IP6tunnel.
So I assign new ipv6 address out of same subnet of IPV6tunnel to another ethernet card installed in same pc.
but this another ethernet card could not forward packet to IP6tunnel.
can any one guide me good solution ?

pc #1:
IPv6tunnel : xxxx::10/64
card1 : xxxx::11/64
pc #2:
card2 : xxxx::12/64
can packet of card1 forward to IPv6tunnel?
can packet of card2 forward to IPv6tunnel via card1?
*at this time:
ipv6tunnel are working well.
card1 can talk to card2 well.
card1 fail to talk to IPv6tunnel.
If I understand your post, you're using the wrong subnet. On your tunnel details page, you'll notice that you have two subnets; you need to be using the routed /64 for this application, not your tunnel /64

I did so,but I can not forward packet of card1 to tunnel/64 yet.

ipv6tunnel
card1 as routed/64
pc #2:
card2 as routed/64
if above was right,it might be possible to talk between card1 and card2, but how can card1 pass his packets to ipv6tunnel?
my simple idea is:
1) exchange ra/rs between ipv6tunnel and card1, then recognize their neighbors.
2) or make routing table manually to find path from card1 to ipv6tunnel
but at this time, i have no idea what to do.

You've lost me.
Let's assume your tunnel /64 is 2001:db8:1:1::/64 and that your routed /64 is 2001:db8:A:A:: /64
Your side of the tunnel would then be 2001:db8:1:1::2/64 and the HE side is 2001:db8:1:1::2/64
You can then use 2001:db8:A:A:1 on your LAN adapter and any other IP in that range on any other card that's in that same segment
