I just noticed this warning

Probably because it was allocated to a customer so recently whois isn't up to date, and they are announcing it for the customer. Addresses appear to be live in FMT2 facility (209.209.22.1 is 1ms from my colo in fmt2, and doesn't leave the same router).

Or someone had permission, but the entity who issued that went silently into the night, and those IPs only recently went back into the pool, and these exist until the person has renumbered out.
