I'm getting very poor performance on my tunnel suddenly. I noticed it while downloading debian updates (can't get over 100KB/s)

Are there any issues recently because of the winter storm? I had my Charter connection go out last night, but I seem to be getting full speeds over IPv4. My connection to the tunnel server seems normal.

I also noticed similar performance differences with downloading files over IPv6 today.
I am connected via Comcast in the Seattle, WA area through the sea1.ipv6.he.net tunnel endpoint.
I lost IPv6 connectivity earlier on London and now I'm seeing MTU issues
Oddly I'm not blocking PMTU discovery either.
