Does HE provide IPv6 ethernet internet connection service to residential customers? Instead of protocol 41 from tunnelbeoker.net service.

Last I knew, no. But you can email sales@he.net and find out and get quotes if they do. Typically HE lists all their products on their site at www.he.net:
