Sure.  Using ssh -w would work just fine.  You set up the SSH connection(s), then put IPv6 addresses on the associated TUN interfaces, and point routes though 'em.  Or run a dynamic routing proto.

You might also want to look into vtun, openvpn, and other stuff like that which supports IPv6.

how i do it? i am using windows ssh.

While a dedicated VPN would give you access to the static IPv4 address that you want, in this case it won't help you that much in running a mail or webserver. Consider shopping for a Virtual Private Server from someone like Amazon Web Services or Vultr.com. Be aware that running a mail server securely on the net isn't a trivial thing to do. Many if not most VPS providers will make you jump through a few hoops before they will let you run a mail server. It's not hard to abuse the configuration of most mail server software in ways that open up your mail server for spam serving robots. So those hoops are there in the service of the greater good.

They are expensive costs for long time. and if I want to use windows 2012 system, It is more expensive. and In some countries for political reasons it is not freedom to use the Internet.
So I have to use like he.net service.At least now I can visit google sites because he.net good service.

Presumably you will be the only person to access these servers, since you'll be accessing them via VPN.

Given that, just use one of the existing VPN providers. Or is there some reason you want   to add this service, which really isn't a part of the kind of core services they offer?

I think VPN like Tunnel Broker, I have pfsense router server use the VPN for LAN's server, it is should can work for web server etc. I hope Hurricane Electric add this service. and stable fast network speed and cheap price. I want to use for long time. why ipv6 can offer Tunnel Broker,ipv4 can't ?

There are already many VPN providers out there, some free, most pay.

However, why would you need a VPN service if you have a web or email server with a dynamic IP address. Just use one of the many dynamic DNS services that are out there. They are pretty easy to set up, and many of the pay services allow you to use your own registered domain name.

the network has not public IP address, it is only has LAN ipv4 address. so i need VPN get public ip.

I don't know why all msn's ads site can't visit. 

I can't connect to r.msn.com.nsatc.net.  I try use tracert test it also. 

but I use opera proxy can visit.
