Changes made:

- Changed router to an AP (as I have the ISP router as well, where I turned off at least the 2G wireless.

- Added a DMZ for my new laptop address from the main router.  I no longer need (or can) change most settings on the AP as they are no longer relevant.  As a result, I get 20/20 on http://ipv6-test.com/, I am recognized as IPv6 on the NE site, and I can get a response from a ping -6 on google.

I thank you for you patience and assistance.  You have been awesome with your guidance.

I just know that none of the IPv6 tests show that I have 6 capability.  What details can I provide?

I deleted the tunnel that I setup and went back and used my locally assigned IP and I thought it was working, and then I could not access any internet sites.  I removed the DNS entry that is suggested in the config section and I was able to connect to websites again, but I am still failing tests.  I am going to try a few more things...

I bit the bullet and started from scratch with a stable W10.  I was able to run the commands, but I am still not getting a passing score on IPv6 tests.  After the commands have been run, and even after adding a DNS entry for IPv6, I still fail.  Any suggestions?

There is nothing functionally wrong with this machine other than using an insider preview as an OS.

No good.  Could not get the VM to spin up.  Created it but it crashed on every startup attempt.  Guess  I am SOL.

I don't know if I can do that without starting again from scratch.  Ugh.  I will give it a try.

netsh interface ipv6 add v6v4tunnel interface= "private" localaddress=xxxxxx remoteaddress=xxxxx

The line above has never worked trying to set up the tunnel.  Always get the error in the subject line.  I have tried every driver install and service start I can imagine to no avail.  Even HE support has been unable to help me thus far.  I have received no help from technet or stackoverflow.

I went as far as doing a fresh W10 install and I still get the error.

WTF?
