New tests

New tests to increase high scores. Gurus can see all new tests, otherwise you can only see current and previous cert level tests.

It would be nice if the tests could be taken in any order.  I'm kinda stuck right now because of the lack of and ipv6 mailserver.

Cleaned up some of the newer questions for grammar as well as being more specific rather than general.

Also the NeWB->Enth->Adm->Prof->Guru are designed to be progressive not elective, gaining a new overall rank by completing the current level's requirements.
