I'm a bit stuck at this point and I'm not sure why. The file is present on the server with the correct owner/permissions however the test fails when trying to grab the file. Does anybody have any ideas what could be causing the problem. Or if you need any additional information provided I'd be glad to.

daniel@utopia ~ $ dig aaaa crunch.mx +short

daniel@utopia ~ $ curl -G http://crunch.mx/wsphfdjag.txt

208.x.x.x - - [18/Aug/2015:17:27:13 -0400] "GET /wsphfdjag.txt HTTP/1.1" 200 230 "-" "curl/7.35.0"

Odd. I don't see anything in my Apache logs indicating you received a 404. The permissions are correct for the file (644).

I also seem to be able to hit it from my virtual servers in Dallas TX as well as Germany

I should have read a little closer, sorry.  Error is below

Not Found

The requested URL /wsphfdjag.txt was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request

I'm still at a loss here. The file has the correct permissions and is owned by the correct group. I've had multiple people far outside of my network attempt to grab the file and they can successfully. Does anyone else have any other ideas?

Your initial CURL paste shows it connecting to IPv4...

Tested from native HE IPv6 colo:

:~$ curl -v http://crunch.mx/wsphfdjag.txt

Testing IPv4, it appears to work. Did you set a different document root for each stack?

Well thank you broquea! I copied the file over to /var/www/html and it was instantly able to grab the file. I'm not entirely sure what the problem was, so I'll have to do some research. But you at least got me over this hurdle I've been facing for the past couple days. So thank you very much!
