There is any way to gain IRC access to  specific IRC network only as i`m willing to start a free irc bouncer (znc only) service for basic users.

IIRC you had to be Sage to enable a box to let you do this

Did you get an automated reply with a ticket ID? If not, then your email didn't make it through. Email again, specify you have sage and provide your account info.
