Problem with creating tunnel

Hello,
I wanted to create an IPv6 tunnel but suddendly there was an error
"IP is not ICMP pingable. Please make sure ICMP is not blocked. If you are blocking ICMP, please allow 66.220.2.74 through your firewall."
I turned off firewall on router, i turned off firewall on Windows 10, and no results. I have Huawei HG531 v1 router and as far as i know, i saw that someone mentioned something about protocol 41 or dmz or port forwarding. So, i would like to know if someone can help me about this.
Note* I'm not blocking ICMP that's for sure, i just somehow need to allow ping from their server to my public address.

You're not dealing with protocol41 yet

You or your isp is blocking icmp.  If you have verified that it's not you, I would contact them
