Title: Need IPv6 Address Header Breakdown

Where can I get the official definition of how the first 48 bits are broken down? I'd also like to be able to tell who the registrar is and who the ISP is. Does anyone maintain current online lists? Thanks.

The registrar and ISP of what? An allocation, single IP? Use WHOIS since that is the RIR information. As for ISP, traceroutes, route-servers, etc. http://bgp.he.net can show connectivity relationships, but not if they are paid transit or peering, just that they connect.
