Can't get IPv6 tunnel working on Windows 7

I can't create a tunnel thru windows 7.

Here is the error - IP is not ICMP pingable. Please make sure ICMP is not blocked. If you are blocking ICMP, please allow through your firewall.

However, grc.com detects ICMP echo request -
Ping Reply: RECEIVED (FAILED) — Your system REPLIED to our Ping (ICMP Echo) requests, making it visible on the Internet. Most personal firewalls can be configured to block, drop, and ignore such ping requests in order to better hide systems from hackers. This is highly recommended since "Ping" is among the oldest and most common methods used to locate systems prior to further exploitation.

I have ICMPv4 rule in firewall.

My networking details -

Modem - TP-Link TD-8817
Router - ASUS RT-N13U.B1

I have disabled router and modem firewalls in order to get the tunnel working. Please let me know what I need to do.
