ARIN IPv4 count wrong?

On the http://www.tunnelbroker.net URL it shows the IPv4 count for ARIN at about 102 million as of this date.

But when I got to http://www.arin.net it shows a count of 3.02 /8s which would be about 50 million.

Am I misunderstanding something or is the gadget wrong or something else?

Information on the gadget is based off of the various RIR's allocated files, and what IANA has assigned each RIR.  It may be that ARIN is showing their totals including reservations, whereas those reservations aren't included in the allocated files, so there's no visibility into those.
